The quest marker showed Valerica but I could not talk to her. I wandered around for approximately 3 hours and killed two of the keepers, but the third keeper never showed. He’s in the soul cairn, there are three “reaper gem fragments” in random chests and locations you may have come across at some point. Bring all three to a building some distance from the right of the main building where Valerica is, and you can summon the reaper.
